PQA Professional Qualification Certificate Made Compulsory
The Communique on the Professions Requiring Professional Qualification Certificate issued by Professional Qualification Agency is published in Official Journal No 29366, and came into force on 25 May 2015.
In this respect, PQA Professional Qualification Certificate made compulsory for the professions indicated in the list annexed to said communique. After twelve months following the publication date of this Communique, the individuals may not work in these professions if they have not hold relevant PQA Professional Qualification Certificate.

The fees of the certificate relating to the professions made requiring certificate and the exam fees, up to the amount to be determined by Council of Ministers will be paid out of the Unemployment Insurance Fund. Individuals may benefit from these fund supports for only one time.

What do Act No 6645 bring in terms of Professional Qualification Agency (PQA)?
PQA Professional Qualification Certificate is made compulsory for the professions classified as dangerous and very dangerous jobs, listed in the communique published by Ministry. The fees of the certificate relating to the professions made requiring certificate and the exam fees, up to the amount to be determined by Council of Ministers will be paid out of the Unemployment Insurance Fund.
What professions will require certificate?
For certificate requirement, the relevant profession must have a national professional standard published by PQA, and be listed in the communiques to be published by Ministry of Labor and Social Security. Individuals must have obtained the PQA Professional Qualification Certificate within 12 months after publication date of communique. After expiry of 12 months, individuals cannot work if they do not hold a PQA Professional Qualification Certificate according to the principles regulated by this Act.
Under what conditions is a PQA Professional Qualification Certificate not required?
PQA Professional Qualification Certificate is not required for those who received mastership certificate according to Vocational Education Act No 3308, and individuals graduated from vocational and technical education schools of Ministry of National Education, and schools and departments of the universities providing vocational and technical education who are working in the department, area and branches specified in their diplomas or mastership certificates.
Will there be a governmental support for Exam and Certification Fees? When will start?
For individuals, who passed the exams to be held by exam and certification bodies authorized by Professional Qualification Agency for dangerous and very dangerous jobs, listed in the communiques to be published by Ministry, their certificate fees and exam fees will be paid out of the Fund until 31/12/2017, and, certificate fee and half of the exam fee from 1/1/2018 until 31/12/2019. Individuals may benefit from these fund supports for only one time.
Who are eligible?
Unemployed individuals as well as currently employed individuals who are entitled to certificate after passing the exams held by certification bodies authorized by PQA in the professions listed in the communiques published by Ministry may benefit from support only for one time under this Act.
Will fees of candidates who failed the exams be paid out of the Fund?
No, candidates failed the exams will not receive support for exam and certification fees.
From where and how to receive PQA Professional Qualification Certificate?
From the Certification Bodies Authorized by Professional Qualification Agency. You can receive after having passed the exams held by UGETAM, a certification body authorized by PQA.
What is the process for certification process and support?
Application for the exam will personally be submitted by individuals in the certificates for which support will be provided. Application and payment will be made by the individual who will take the exam.
If he/she passes exam entitling to the certificate, the part of the fee he/she paid that is up to the upper limit defined by Council of Minister shall be returned by PQA to the account of the individual within 30-45 days.
Will exam fee be paid?
Exam fee will be paid to UGETAM during application process. If applicant passes the exam, the entire fee, if below the fee defined by Council of Ministers, or if above, such fee defined by Council of Ministers shall be returned by PQA to the account of the individual within 30-45 days.
Will PQA certificate fee be paid?
No, it will not be paid. Certificate fee will be collected from the Unemployment Insurance Fund by PQA as part of the incentive. No certificate fee will be charged to the person benefited from incentive.
